Rain can be made in the Medivo tileset. It is recommended that you finish the main part of the level (4. layer) before you decide to add rain. You can put rain in any foreground or background layer except in 4. and 8. It's much better to put rain in the background layer because thick rain in foreground can get really annoying (layer 5 is a good choice, though any background layer apart from 8. is good).

tool1) First decide which tiles you want to use, the one with small thick drops (4 tiles) or the one with bigger drops (6 tiles).

tool2) After you decided which would fit better, right click on each of the tiles you will use and select Type->Translucent.

tool3) Now the tiles are ready, choose the layer you want the rain to be in and select that layer's properties (right click and properties).

tool4) X-Speed and Y-Speed set the movement concerning the 4. layer you might want to experiment with this but a good value for start is 0.25 on both X and Y.

tool5) Auto X-Speed and Auto Y-speed set the movement of the rain itself since the tiles are drawn so they look like it's raining from top right to bottom left you should make X positive value(X is for horizontal movement, negative value-right, positive value-left) and Y negative value (Y is for vertical movement, negative value-down, positive value-up). example: Auto X-speed 1 Auto Y-speed -0.5 Width and height should be: 1.With small thick drops 2 2 2.With bigger drops 2 3.

tool6) And the tile width and tile height boxes should be checked so you get the effect of constant raining (the tiles repeat themself in width and height) now press OK to close the properties window and voila, you have rain :).
